Dövlətin dövlət kimi tanınması üçün bir sıra zəruri şərtlər vardır. Bunlardan biri də vətəndaşlıq məsələsidir. Dövlətin siyasi rejim forması öz əksini vətəndaşlıqda tapır. Belə ki, qeyri-demokratik rejimli dövlətlərdə vətəndaşlara hüquq və azadlıqlar məhdud şəkildə, yaxud da formal xarakterli siyasi hüquqlar bəyan edilirsə, demokratik rejimli dövlətlərdə isə vətəndaşlara geniş hüquq və azadlıqlar bəyan edilir və onların siyasi hüquqları təmin olunur. Demokratik-hüquqi dövlət quruculuğu yolunu seçmiş Azərbaycan Respublikası istər dövlətdaxili, istərsə də tərəfdar çıxdığı beynəlxalq müqavilələrlə öz vətəndaşlarına geniş sosial-siyasi hüquq və azadlıqlar elan etmişdir. Bunu Azərbaycan Respublikası Konstitusiyası və “Azərbaycan Respublikasının vətəndaşlığı haqqında” qanun da bir daha təsdiq edir. Beynəlxalq arenada bir müstəqil dövlət kimi tanınan Azərbaycan Respublikası bu sahədə inkişaf etmiş dövlətlərin təcrübəsindən geniş istifadə edir.

citizenship in the citizenship legislation of the Republic of Azerbaijan
Abstract
There are a number of necessary conditions for a state to be recognized as a state. One of them is the issue of citizenship. The form of political regime of the state is reflected in citizenship. Thus, if the rights and freedoms of citizens are declared in a limited way or formal political rights in non-democratic regime states, then in democratic regime states, wide rights and freedoms are declared to citizens and their political rights are ensured. Having chosen the path of democratic-legal state-building, the Republic of Azerbaijan has declared broad socio-political rights and freedoms to its citizens, both within the state and with the international agreements it is a supporter of. This is once again confirmed by the Constitution of the Republic of Azerbaijan and the Law “On Citizenship of the Republic of Azerbaijan”. The Republic of Azerbaijan, known as an independent state in the international arena, widely uses the experience of developed countries in this field.
